The Emperor of Lilliput (or Golbasto Momarem Evlame Gurdilo Shefin Mully Ully Gue) is a character who appeared in an issue of the Shrek comic book series. He is the ruler of the small island of Lilliput, where tiny people reside.
Role in the comics
Shrek, Donkey and Puss get washed up on this continent after going on a rather dangerous fishing trip. After almost destroying the kingdom, the Emperor lets them get away due to their giant size. As a compromise, he chooses them to scare off an army from rival island, Blefuscu. The trio successfully defeat them, and a celebration is held for their victory.
Impressed by their methods, the Emperor wants them to destroy the rest of the citizens of Blefuscu. Shrek and his friends decline, feeling that doing so would make them cold-blooded killers. He supposedly understands their decision, and throws them the celebration, only to spike their drinks with a sleeping potion. The trio wake up to see themselves tied up (similar to the famous scene from Jonathan Swift's classic satire Gulliver's Travels) and threatened by the Emperor to slay his enemies, or else he'll burn them alive.
Thankfully, Gingy finds his way to Lilliput and attempts to fight off the executioners and guards. He fails, and the executioner starts the fire. Shrek and the gang manage to break free, and they leave the entire civilization of Lilliput to burn down, presumably killing everybody who lived there.

- In fact, the comic he was in is the same story as the first chapter, just with Shrek instead of Lemuel Gulliver.
