There is no source or proof for this. When Harold died, he passed the throne down to Shrek and Fiona; if Harold had just been a consort the throne wouldn't have been passed down as Queen Lillian (the supposed monarch) would have still been alive. The statue of Lillian breaking Harold's curse depicts him wearing a crown, indicating that he was once a human prince before he was transformed into a frog. And even if you look at both the original and popular story of the Princess and the Frog, the princess comes to his kingdom. It is clear he had the royal lineage.
