The Whisperer (or Le Chuchoteur) was a master thief known for always whispering. His uses his pointed hat as a handheld megaphone to amplify his voice so those he encounters can hear him better.

Puss in Boots: The Three Diablos[]
Prior to the events of the short, The Whisperer had become an infamous jewel thief who had help from the Three Diablos. He had stolen the "Heart of Fire Ruby," the crown jewel of Princess Alessandra Belagomba's kingdom. While the thief got away, his henchmen were captured by the Italian guards. Being the only ones to know of his hideout, the Three Diablos were able to lead Puss in Boots to him. It is revealed that he used the ruby as part of his belt buckle, and that the Diablos had double crossed the thief in order to retrieve the jewel. Furious, he threatens to harm the cats until Puss declares a fight before he can hurt them. The Whisperer uses a swinging mace when fighting Puss. He is almost successful until the kittens attack him with Puss' techniques that had been taught to them. They are able to pull down his pants, with the ruby more free to retrieve. Puss tries to restrain the thief, causing him to dangle off the narrow cliff of the hideout. The belt snaps off, and the ruby flies into Puss's paws while the Whisperer falls to his death.
